Preheat oven to 350 degrees. Line a baking sheet with parchment paper and set aside.
In a medium bowl, sift flour, cornstarch, cream of tartar, baking soda and salt. Set aside.
In the bowl of a stand mixer, cream butter, vanilla and sugar until light and fluffy - about 5 minutes.
Add eggs, one at a time, beating for 1 minute after each addition.
With mixer on low speed, add dry ingredients, and blend until just combined.
Cover dough and chill in fridge for 15 minutes.
In a small bowl, combine 1/4 cup of sugar and 1 1/2 tbsp cinnamon.
Roll 1 tbsp balls of cookie dough in cinnamon sugar mixture.
Place balls 2 inches apart on a baking sheet.
Chill 5 minutes.
Bake 9-11 minutes.
Let cool on baking sheet for 5 minutes. Transfer to wire rack to finish cooling.
